announcing, apache etch 1.1.0 rc2

please check it out, folks.

june 8th or so we need to submit a status report, it'd be real nice if 
we could say
that we'd pumped out an official incubating release. before that, we 
have to get
a IPMC vote, so there's not a lot of time to waste.
