'svn update' fails on Win32

  After playing with subversion on Linux, I just built the current tree
  on Win32.

  When I issue a "svn update" in the subversion directory, I get

    svn_error: #21096 : <RA layer request failed>
      REPORT request failed on /repos/svn/trunk

    svn_error: #21096 : <RA layer request failed>
      REPORT of /repos/svn/trunk: could not connect to server

  What could be the cause for this?

A network problem? It does say it couldn't connect to the server. Seems 
pretty obvious to me.
