I tweaked the Javadoc target in dist to include your improvements. I couldn't
see the benefit in duplicating it in the build,xml file. I confirmed that the
dist-javadoc target does work from a clean build.

I didn't exclude the web services classes as I'd rather they were included in
the javadoc even if the jars aren't available.
