[VOTE] 10.8.3.0 release

Please test the 10.8.3.0 candidate and then vote on whether to accept it 
as a Derby release.

Some new bug reports were filed as part of the platform testing recorded 
here: http://wiki.apache.org/db-derby/TenEightThreePlatformTesting. 
However, those new bugs look like environment issues and pre-existing 
problems rather than new regressions. In my opinion we have adequate 
coverage of our checklist items too: 
http://wiki.apache.org/db-derby/TenEightThreeChecklist

I looked over the documentation in the bin release, and it is fine 
(except for the missing stylesheets, which are a minor issue only).

Yes, the signatures match Kathey's key from the KEYS file in the
repository.

I found one small problem, though: The contents of the bin.zip
distribution and the bin.tar.gz distribution are not identical, as the
style sheets for the manuals are only included in the zip file.

I'll add a note about it in
https://issues.apache.org/jira/browse/DERBY-5795.

I think 10.8.3.0 is a good improvement over the previous release from
the 10.8 branch, and the testing didn't reveal any serious problems as
far as I have seen.
