Currently each agent is creating its own package (for the regular push agent). In case you have a lot of agents sharing the same service (i.e. package format) it might be beneficial to do the expensive package creation operation only once for all agents which should distribute that content.
This probably requires an extension of the Distributor API, as currently each distribution is triggered individually (with no connection to each other).

In reality the most common type of content distribution (at least in a CMS) is to distribute the same resource to multiple other endpoints (at the same time). To speed up that kind of distribution the expensive package creation should be done only once in this scenario.
