[VOTE] Pulsar Release 2.5.0 Candidate 2

This is the second release candidate for Apache Pulsar, version 2.5.0.

It fixes the following issues:

There are a fair amount of flaky tests. Guangning has identified most of
the flaky tests when working on github action tasks.

I have been trying to run the tests with Mac + jdk8 but without success.

it is expected that we have lots of flaky tests ?
I have never succeeded to run the full suite without a JVM crash

btw I am continuing my tests

- verified packages checksum and signatures ( asc and sha all good)

- the source package rat check, licence check,  build and unit test all run
successfully.

- bin package build from source, 'bin/pulsar standalone' and client
produce/consume runs well.
