[general] M7 available for download

The M7 build has been distributed to the mirrors, and I've updated the
download page [1].

I see 81 JIRAs resolved between M6 and M7.  Besides the usual business
of bug fixing, what else is noteworthy for the news page and
announcement? e.g. the new policy tool, ...

I don't think policytool is actually usable at the M7 revision, but it
might be worth mentioning as in-progress.

My 2 cents in M6-M7 period:
 - serialization performance tuning, up to 5x boost [1]
 - pack200 performance tuning [2], up to 3x boost (down from 67 secs
to 22 secs on my measurements)

Is that worth to mention?
There's also the credit to Andrew Cornwall on second point.
