Axis Installation just plain doesn't work....

I have followed your instructions to the letter about copying files.  However, 
axis doesn't get seen unless I put it in the webapps\ROOT directory.  When I 
do, I get the first axis page, but Validate always fails with the following 
(Note the files are there in place and xerces was placed in lib as designated)
