The non-JS enabled site says:

"Please use a modern website to get the full version of the website."

This does not make sense.

It should say something like: "Please enable Javascript ..."

However it would be better if the website did not rely so much on Javascript.
In particular it can cause problems with accessibility.

In addition, the drop-down menus don't work properly on mobile devices as they have to be manually closed to reveal the text underneath.
