Develocity versions | Minimum plugin version | Maximum plugin version
-- | -- | --
2023.4 | 1.0 | 3.16
2023.3 | 1.0 | 3.15.1
2023.2 | 1.0 | 3.14.1
2023.1 | 1.0 | 3.13.4
Seems safe to land this.

Oooops, I misread this `2023.3.4` to `2023.4`, fixing in 592a7c92fde2f1c8053b35cc7dd998e95f7a7ca5.

You can find the version the ASF is using at the bottom of the page here:
https://ge.apache.org/scans
Currently: Gradle Enterprise 2023.3.4
Then we can look up compatibility here:
https://docs.gradle.com/enterprise/compatibility/#develocity_compatibility
It currently says we can go to 3.15.1. Last time I checked 3.13 was the latest we could use but I guess they have upgraded since I last checked.
If you try the upgrade, you can check that it worked, e.g. look for success (or an error message) in the builds, e.g. at the bottom of:
https://builds.apache.org/job/Groovy/job/Groovy%20snapshot%20build/2170/console
You will currently see:
