Hello Sebb,
regarding your issue/comment on this documentation, for me it seems good,
actually at the first sentence on the downloading section, you got a link to
the section at the bottom of the page #verify (see attached files for
clarification)
Then when you are at https://httpd.apache.org/download.cgi and go to the
section verify, there is a link that takes you to the steps to follow the
verification proces.

I just checked again and neither page contains the URL:

Why?
It links to the (less-ancient) https://people.apache.org/keys/committer/
under the "Validating Authenticity" heading, where it also cautions
about the need for a chain of trust.
I think I recollect discussing this before, around the time that page was updated.
