Branching out SI repo for 1.3

Hi all,

although we don't have a release manager yet, we'd like to create the
release branch for the 1.3 release earlier in the scheduler-interface repo,
today or Monday EOD.
We need to make progress with YUNIKORN-1628 and we don't want to interfere
with the release process and create compilation issues.
