[CANCEL] [VOTE] UIMA Java SDK 3.2.0 RC3

Hi all,

we found a bug in a unit test which caused the unit test to accidentally work on
Linux/OS X systems but broke on Windows. To ensure that Windows users can also
build UIMA 3.2.0 from the sources with tests, I am cancelling the rc3 vote and
prepare a new rc4.
