Say you have a directory

/home/user

which contains a web application

/home/user/ROOT

and in

/home/user/ROOT/META-INF

exists a context.xml file specifying an access valve. The permissions on the
directory and file are such that the tomcat user can read the file.

When a new host is created using the host-manager application, the host is
created, and the application is correctly deployed, but the access log valve is
not created, and no logging occurs.

If I re-start tomcat, then the context.xml file is read, and the access log
valve is created.

It works alot better if you don't set deployXML to false in the command to the
Host Manager.
