Deploying cocoon 2.1 to WebLogic 7.0

Everything seems to be working OK, but I keep getting the IE 403 Forbidden
error.  Here are the steps that I went through.

Downloaded the stable release of Cocoon 2.1
Ran "build.bat webapp"
Copied build/cocoon2.1.1/webapp folder to WLS' applications folder.
Added required tags to config.xml file.
started server.

I am not getting any errors on startup.  I just can't seem to get the Cocoon
welcome page to load.  I appreciate your help in advance!!!!!!
