In the Apache Atlas project, we are trying to upload a patch on a JIRA (https://issues.apache.org/jira/browse/ATLAS-491). The patch in question is at https://reviews.apache.org/r/47382. When we upload the patch, it fails with the error:

An error occured while attaching ATLAS-491.patch: Only 344140 of 373598 bytes were sent. Please try attaching the file again.

After this, we are unable to access issues.apache.org (we get something like server terminated connection). Sometimes restarting a home network router is allowing access again, but this is not consistent behavior. 3-4 of us have seen this behavior from different locations (Bangalore, US etc).

Can you please let us know if this is an issue on the Apache JIRA side and advise?
