I feel audio is a definitive use case for using a native app wrapper (callback/phonegap) for html5 web apps. when building a web app using html5 audio (i.e. soundmanager2) audio will not background when the user changes focus of the browser or the OS. i know the W3C working group are attempting to address this (and many other html5 issues) with the browser manufactures, but this single 'use case' alone could be a great poster child for the power of callback/phonegap. my site www.audiovroom.com illustrates the limitations html5 audio present developers of web apps. thanks for posting this Steve Gill.

This should be a plugin, since this would require a significant amount of Android accounting that we don't want to add at this time.

I second Marcos' comments, in that having a native wrapper, a plugin, for html5 audio that would allow us to background would be a good start towards making cordova the default way to handle cross-os audio on mob. I would like to work towards proper audio callback within cordova eventually...
