Per [https://maven.apache.org/plugins/maven-site-plugin/maven-3.html] 

_When used with Maven 3, a report plugin version can be empty (like build plugins)__._

but I'm still getting a warning on _mvn site_

[WARNING] Report plugin org.owasp:dependency-check-maven has an empty version. {noformat}
