Convert Tomcat to subversion phase 2

The Tomcat team is now ready for phase two of the migration to subversion. For this phase we would like to migrate the following CVS modules.

jakarta-tools
jakarta-tomcat-site
jakarta-tomcat-service

Please do a standard (head->trunk, branches->branches & tags->tags) conversion for each module.

Please grant commit access to the Tomcat PMC (using the existing PMC group) to each module.

The resulting repo structure should be:
/tomcat/
  /archive/
    /service/ (j-t-service)
    /tools/   (j-tools)
  /site       (j-t-site)

with trunk, branches and tags directories under each.

Almost there but not quite.

The tomcat group has r/w for /tomcat but that group is just Remy.

The tomcat-pmc group needs r/w as well. For now add the tomcat-pmc group to the /tomcat/ directory. We can make this more granular later if need be (Remy can do this as PMC chair).

Looks good to me as well.

I had forgotten that the PMC has R/W at Tomcat level. This is fine for these modules. We can use it for everything apart from the servletapi stuff - more on that in the next phase ;)

The svn mail notifications need to go to tomcat-dev as per the previous migrations.

I believe the PMC will automatically have R/W access as they have rw set for the tomcat/ directory.
