Close down OJB resources

The Apache DB OJB subproject has been retired (see ATTIC-113), and its infrastructure resources can be closed down:

 o delete/close the mailing lists ojb-dev@db.apache.org and ojb-user@db.apache.org (archives will be kept)
 o make wiki at http://wiki.apache.org/db-ojb/ read-only
 o make attic owner of all OJB files: /www/db.apache.org/ojb/, /www/www.apache.org/dist/db/ojb/, and /www/archive.apache.org/dist/db/ojb/ (not sure which should be attic and which should be apsite)

I believe JIRA and SVN have been dealt with already.
There is no unix/ldap group to delete (this is a subproject).

I've verified the file ownerships, that the wiki is read-only, and that a bounce message is delivered for ojb-user.
