Currently _Environment.merge()_ function looks like below:

final Environment mergedEnv = new Environment();

// merge tables
final Map<String, TableDescriptor> tables = new HashMap<>(env1.getTables());
mergedEnv.getTables().putAll(env2.getTables());
mergedEnv.tables = tables;

and no-arg constructor for _Environment_ defaults tables to _Collections.emptyMap()._
This basically results in calling _putAll_ on _EmptyMap_ which defaults to _AbstractMap_ which always throws _UnsuppoertedOperationException._
