    Resolution: Not A Problem

First, your issue is simply because your mvn URL is not correct (around the artifact version). You have to use:

mvn:org.apache.felix/org.apache.felix.scr/1.6.1-SNAPSHOT

It's true that the exception displayed is not very informative. It's more or less relative to KARAF-693.
