Fedora and Solaris Buildbot slaves being retired

Hi All,

This is almost a no-op as only 3 projects are affected by this; the Fedora
and Solaris Buildbot Slaves are to be retired at the end of February.

Due to high maintenance of these machines for little benefit, it is better
that the infra resources
be directed elsewhere.
