The root cause is that the userlogs of the tasks are actually simlinks at level of dir with name pattern like attempt_201202241358_0001_m_000000_0. According to Jetty's documentation, simlinks are not defaultly rederable http://docs.codehaus.org/display/JETTY/How+to+enable+serving+aliased+files. Please check.
