Currently the open source version of flume does not have all the Windows patches committed.
All these patches should have 'Windows' in the title if you want to search.

After applying all these patches locally, you can do a build same as on unix.

In case you are using Hadoop2, ensure that you specify  -Dhadoop.profile=2 to the build command.

Currently the HDP distro for Windows .. has a pre built flume for windows version available.
