Summary...
If you specify 'per account' for Supported Source NAT Type in the Create network service offering interface, then you are subject to a limitation of only being able to create one network per account.

There is nothing that makes this limitation required.

In writing the Palo Alto Networks firewall integration, I needed to remove this limitation in order for an account to have more than one network.
