WEB-INF/lib directory on Windows 98

Has anyone reported any problems with *.jar files being loaded from
the WEB-INF/lib directory for the x386?

I am looking at the source code for Tomcat 3.2 Beta 6 and it looks
like code exists to do this (according to Servlet 2.2 spec), but this
functionality is not working for me.  I am running Tomcat on Windows 98.
