We should document the process of adding new committers on the wiki, maybe in a new "PMC" section or such. This should cover both angles: What is the process for us to decide on new comitters? And: What are the steps a new committer shall take, from the mundane (send paperwork) to the technical (change theit git ID to end in @apache.org).
