The output appearst to be UTF-8 encoded. You can use a UTF-8 aware tool
to view it, like Win2k/XP Notepad, or use GNU recode to change the enoding
to ISO-8859-1.
The best way to fix this is probably a new configuration or command line
parameter for choosing the encoding for text output.
