Clean unused branches and close solved issues

Hi,

Now there are 35 branches in the Repo, many of them can be deleted ( e.g.,
refactor_overflow and refactor_bufferwrite are unused now because both of
them are for the new storage engine).

So if you have a branch in the repo and it is not used anymore, please
remove it.

By the way, many issues are resolved and can be closed (for example, there
are at least 3 issues for refactoring the  overlow and bufferwrite module,
and the new storage engine has solved them).

It seems that now only the issue author can mark the issue as resolved or
closed. Other committers can not change the status the issue (e.g.,
assigning the issue to someone).   Should we change the permission of JIRA?
