URL with encoded chars

(It's, in fact, nearly a feature request, but I think valuable to ask on
the user's list how other ones deal with this problem, before starting a
thread on the -dev list)

I just discovered an ergonoic issue with the use of URL to locate SVN
ressources: when your repos or the files within contain non-ASCII chars,
you must type yourself an encoded URL, as the svn command only accept
valid URIs...

Would it be possible to have an option for svn to accept decoded URL and
internally encode them? Am I the only SVN user who used non-ASCII chars
in his filenames, and if not, how do you already deal with this?
