Yeah, looks like this is some bulk mail type tool occasionally used for ham.

The score should be a bit lower in 3.1 because the efficacy has dropped and
the results aren't so bad to warrant dropping the rule.

The only thing we could use that might help would be more corpus mail in the
mass-check that hits this in ham.
