he's right, of course.
IMO the report page should include:
1. the source code for the rules listed, in a new section, in a <pre> block
2. a link to the ViewVC page for the source file at that revision, if this is
easy enough to do
While we're at it, the report page could do with a set of index links
at the top, linking to each section of the page.

reopening. Unfortunately something about the current rulemetadata.xml file is
causing the ruleqa script to explode in memory usage and run very slowly; I
suspect the XML parser can't deal well with the increased amounts of data.
