Portlet Question/Problem

I have follwing problem. I have a velocity based Portlet with an
assigned action. So far it works. But I have a problem. I want to link
the portlet via hrefs either into other portlets or have the content
changed dynamically, within the same portlet frame.

So far I tried following: Trying to href actions, didn´t work, since the
   action must be on the main page.

I tried to add two actions to the portlet and made the template more
dynamic, didn´t work either.

The only solution I see currently is to route the action parameters into
delegator objects which handle the content upon the parameters which
come in. Not my preferred approach though.

My question is there a way to move from one portlet into the other by
using the same portlet frame or is it possible to assign actions to
portlets dynamically? I´d rather have set the action dynamically within
the template and then react accordingly to the basic system. It is a
much cleaner approach.
