Both the User Manual and the Accumulo README have relevant documentation about getting Accumulo up and running for the first time.  

The User Manual should probably include all critical information about these steps, but that is not the case.  Some information (e.g. details of HDFS sync requirements, kerberos/hdfs configuration) is only available in the README.  

As a user, it is not clear to me when I should look to the User Manual and when I should look to the README.
