   The sysinit test broke whenever apache-mynewt-core master changed its
   output, and the commands test spent minutes cloning about 5 GB of
   repositories it never used. Pull requests from repository branches
   were also tested twice, and CodeQL ran on every push even though a
   weekly run is enough.
   
   With one workflow, a single place shows a PR's status and the job
   count stays well within the ASF limit. Tests run on a pinned core
   release and fetch only what they need.
