   I didn't see any way to test kube 1.10.x where x > 0 without using kubeadm as the bootstrapper, and that seemed to require a switch to xenial because of the systemd dependency.  i'm open to other ideas.  In general, we need to get off using the localkube bootstrapper because it isn't going to support kube 1.11.
