[Proposal] Retire flink 1.13 support and add flink 1.17 support

Hi all,

Recently, the Flink community has released the official version
1.17[1], which has greatly improved batch processing capabilities.
Therefore, I propose to continue integrating SeaTunnel with the latest
version and stop supporting Flink 1.13. What do you think about this?

Yes, you are right. As seen from existing cases, support for Flink
1.15 and 1.16 is already relatively stable. In this regard, I suggest
focusing on continuous integration and testing to ensure that
SeaTunnel remains compatible and performs optimally with the latest
Flink versions. Additionally, it may be worth exploring any new
features or improvements in Flink 1.17 and beyond that could further
enhance SeaTunnel's capabilities and performance. Finally, it is
important to gather feedback from users and the community to
understand their needs and prioritize any necessary updates or bug
fixes.

What do you think? or Do you have any good advice?
