[users@httpd] Limiting Load Average ???

A particular resource on an Apache 1.3 (latest stable) has become too 
popular. Its not bandwidth issue but a server load issue.  Is there a way 
(read: simple) to limit a resource (Vhost, file, or directory) based upon 
the server load at time of request.
