Profile in POM does not modify dependencies

When some plugin is declared in the main build with a given set of

dependencies, some profile which also declares that plugin in its build

section is not able to augment the dependencies: only the dependencies

specified in the main build declaration are used.

A test case is enclosed.

To see the bug: copy the contents of one of "broken-pom-1", "broken-pom-2",
or "working-pom" to the pom.xml file, and then Execute Maven on the POM's
default goal.
