[PR] AMBARI-26243: refactor(ambari-server): convert .format() to f-strings [ambari]

## What changes were proposed in this pull request?
- Replace legacy `.format()` syntax with modern f-strings throughout the codebase in ambari-server
- Update string formatting to improve code readability
## Examples
Before:
message = "Hello, {}".format(name)
After:
message = f"Hello, {name}"
## How was this patch tested?
All existing tests pass
No functionality changes, only syntax improvements
