   After years passed and no further discussion here, I think we can close this as a non issue and hope for better documentation and better help strings in the CLI.
   
   As far as I can tell, there is no difference between *reopening* a workspace that was previously closed, or *opening a workspace* on a directory where one has manually provided the files - the activity/concept of *reopening* just doesn't *really* exist.
