[PR] Solr: fix broken links to the Solr 9.10 reference guide and javadoc [pekko-connectors]

### Motivation
The Solr links in the docs return 404. Solr moved its reference guide to an Antora layout under `guide/solr/<version>/` and split the SolrJ javadoc into per-module directories (`solrj/`, `solrj-streaming/`).
### Modification
- `extref.solr.base_url` now points at `guide/solr/9_10/`, and the commits link in `solr.md` moves to `configuration-guide/commits-transaction-logs.html#commits`, where the UpdateHandler content now lives.
- The javadoc base URL is derived from `SolrjVersion` and points at the `solrj/` module; a dedicated base URL for `org.apache.solr.client.solrj.io.stream` points at `solrj-streaming/`, where `TupleStream` and `CloudSolrStream` live in Solr 9.
- Both use `link_style -> "direct"`: the Solr javadoc `index.html` returns 200 for the frames-style `?org/apache/...` query but no longer redirects to the class page.
### Result
All seven previously broken Solr links on the Solr connector page resolve to the intended pages.
### Tests
- `sbt docs/paradox`; every `solr.apache.org` URL in the generated `solr.html` returns 200 and points at the class or section page.

None - link checker reported 404s on docs/pekko-connectors/snapshot/solr.html

These broken links are among the reasons our link validation job to fail.
There is also a cert issue with another web site but that might be fixed eventually.
