HDFS-6702 is adding support for file creation based on StorageType.

Since the client acts as an intermediary between the NN and the DN to facilitate block creation the StorageType needs to be encoded in the block token for security reasons, so any StorageType quota checks performed by the NameNode cannot be bypassed.
