In the current implementation of stratos, it only allows to add a user with one role via Console/CLI/REST-API. But in carbon, a user can have multiple user roles. Since users can be added/modified via carbon UI as well, above difference in concepts could lead to inconsistencies when retrieving/modifying existing users.

According to this change CLI, Console UI should undergo minor changes.
