   Although movements can be minimized by the WAGED rebalancer, it does not guarantee 0% of movement when a node is swapped. The additional changes required:
   1. The cluster model should record topology names instead of real instance names.
   2. Converting the input and output in the rebalancer for switching between real instance name and topology name. So the assignment can be applied by the pipeline.
