[PR] CAMEL-22176: camel-core - make the cache eviction blocking (4.10) [camel]

## Motivation
We can have a lot of CPU consumption in case of a big cache that is frequently updated
## Modifications:
* Make the cache eviction blocking to prevent the addition of new changes/entries in parallel, which could quickly fill up the cache. In order to prevent spending our time evictinh changes
