   @tqchen @zhiics @jroesch we have removed the 3rdparty dependency and moved the Universal codepaths under the optional flag `USE_POSIT`. Users will now have to clone the Universal repository separately to use the Universal code paths.
   
   In the CI/CD we want to install the Universal repo to run the posit tests and run the tutorial, should we do that in a separate PR or the same PR?
