   So, after testing I've found that one cannot add a user to an inactive tenant - as expected, actually - but a tenant that is created, user added, then disabled can actually modify properties of its child tenants and (presumably) the child's Delivery Services and such.
   Contrary to what you would think, @rawlinp, the child tenant can still modify itself, and therefore (presumably) any of its own Delivery Services and such.

   I would expect that the root tenant cannot be disabled, and should therefore always be able to update any tenant or resource.
