follows the completion of AIRFLOW-886, and closure (incomplete) of AIRFLOW-888

i would actually like functionality similar to this, but i dont think it necessitates the global config flag.

- BaseOperator should have an option to stop a task pushing the return value of execute() to xcom.
- the default should be to push (preserves backward compat)
